I am writing to request that you designate the Susquehanna River as an impaired river under Section 303(d) of the Clean Water Act. My request to you is based on both the ecological factors affecting the river and the resulting economic damage that is occurring to businesses located in Pennsylvania not only along and adjacent to the river but further away than you may realize. Additionally the Commonwealth’s budget is being impacted by lower collections of state sales tax, gasoline taxes and income taxes as a result of lower business income as will be set forth in more detail below.
